The ideal exercise to burn fat if any exercise performed at the fastest pace possible for as long as possible. For example, when running, you would have to run as fast as you can for as long as you can. You and I know that it is not that easy to do. You can sprint for a little bit but that's it.
That's where high intensity interval training comes in. You run as fast as you can for 20 sec and jog for 10sec then again sprint for 20sec and so on. Instead regular jogging at moderate pace you burn much more calories in the same time.
It doesn't have to be running exercise, you could do any workout in this fashion, could be jump rope skipping or swimming.
